The Government of Cape Verde has received financing in the amount of 58.5 USD Millions equivalent from the World Bank toward the cost of the Recovery and Reform of the Electricity Sector Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.
The project will include the following components:
Component 1. Priority Investments in Electricity an Water
a) Extension of Palmarejo Power Plant in Praia (Island of Santiago) including through the installation of two 10MW heavy fuel oil (HFO) fired generating unit(s) of electricity generation.
b) Extension of Lazareto Power Plant in Mindelo ( (Island of São Vicente) including through the installation of one 5.5 MW HFO fired generating unit (s) of electricity generation
c) Additional water storage capacity in Palmarejo including through the construction and installation of two water storage reservation and related interconnection pipes at Palmarejo Power Plant.
Component 2. Support ELECTRA’s Loss Reduction Plan
a) Improve ELECTRA’s ability to measure energy balances at different levels of the electricity transmission and distribution chain including trough the provision of metering equipment.
b) Support for reducing electricity distribution losses by preventing meter and metering installation tampering including through the provision and installation of metering technology.
c) Support to ensure proper management and optimization of the remote metering capabilities installed in the existing system through the design and implementation of an automatic metering management system.
Component 3. Support ELECTRA’s Reform and Sector Governance
a) Support activities related to electricity and water sectors’ reform and reorganization of ELECTRA, including through the provision of technical assistance to complete the design and implement key reform steps in the electricity and water sectors.
b) Support for monitoring the Performance Management Contract including through the provision of technical assistance.
Component 4. Project Implementation, Communication and Monitoring and Evaluation
a) Support the PIU for effective implementation and supervision of the Project including through the provision of technical assistance, training audits and design and carrying out of a communication campaign to disseminate ELECTRA’s reform.
b) Support ELECTRA for effective supervision of the Part A and B of the Project including through the provision of technical assistance
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’sGuidelines: Procurement under IBRD Loans and IDA Credits, edition January 2011, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers edition January 2011
Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business, dgMarket and in local newspapers
Prequalification of suppliers and contractors will be required for the following contracts
*Extension of Palmarejo Power Plant in Praia
*Extension of Lazareto Power Plant in Mindelo
